Economic operators, including those assembled, retisti and / or consortium members or auxiliaries, in possession of the service phases specified in para. II.1.5), are considered to be all essential. To this end, each competitor must produce the following documents:
To. declaration, signed by the legal representative, certifying the list of all collective catering services provided and invoiced to private individuals, entities or public administrations in the years 2015-2017, differentiated by year and with indication of the dates and numbers of the related contracts, beneficiaries (public or private), invoiced amounts (excluding VAT) whose annual average must be equal to at least 1.5 times the annual value of the lot (excluding VAT) for which it is asked to participate. In the case of application for both lots, the specific turnover requested must be at least 1.5 times the annual value (excluding VAT) of lot 2. In case of RTI it is necessary to specify the phase / part / quota performed by the individual economic operator in the same supply;
b) self-certification, signed by the legal representative, certifying compliance with the standards UNI EN ISO 9001-2015, valid, issued by ACCREDIA accredited body or other entity in mutual recognition, relating to the accreditation sector for each essential phase, entrusted to the single economic operator;
c) self-certification, signed by the legal representative, certifying the possession of the EMAS certification (Regulation No. 1221/2009 on the voluntary participation of organizations in a community eco-management and audit system) or ISO 14001, valid, issued by an accredited body ACCREDIA or another body in mutual recognition, for each essential phase;
d) self-certification, signed by the legal representative, certifying the possession of the certification, valid and issued by an accredited certification body, certifying the adoption of management systems for food safety in compliance with the ISO 22000 standards (referring only to the purchase of foodstuffs, raw materials, semi-finished products and non-food products necessary, supplying the canteens concerned, as well as planning, production and distribution of meals with the equipment of the customer).
For the aforementioned management systems, the reference must be made to all the aforementioned essential phases (including by means of attestation with an authenticated signature by the issuing body), or the equivalent certificates issued by bodies established by other Member States.
Minimum levels of technical and economic capacity are justified:
— the entity, the complexity, the specificity of the contract and the necessary experience and reliability that must be owned by the economic operators wishing to participate in the tender, it being understood that, in case of RTI, it is necessary to specify the phase / part / quota performed from the single economic operator of the analogous service,
— by the fact that the tender relates to a first contract with the possibility of any additional contracts with an annual duration, with a negotiated procedure, in the period up to the following 3-year period,
— from the objective complexity of the service to be carried out in military structures - even minors - spread throughout the country.
The technical capacity requirements must be possessed by:
— R.T.I. or from the consortium as a whole, in case of participation in R.T.I. o Ordinary consortium of competitors pursuant to art. 45, paragraph 2, lett. e) of Legislative Decree no. 50/2016,
— Consortium or, where indicated, by the consortium companies indicated which executori, in the case of consortiums of which to the art. 45, paragraph 2, lett. b) and c) of Legislative Decree no. 50/2016.
The Administration reserves the right to dispose of technical inspections at the premises, even secondary, of competitors, to verify their technical capacity.
