a. essential processing steps that each participating economic operator must have (excluding bed base, chairs and gun box, sofas, shelving for archives and accessories such as screws, handles and guides):
- cutting, milling, drilling, planing, sanding and gluing of wood;
- assembly of the component parts of the individual furnishings;
- packaging;
- assembly at destination;
b. overall business organization inferable from:
- descriptive list of the technical equipment owned pertaining to the complete processing of wooden products;
- production plants and workforce;
- daily production capacity referring to finished products similar to those of the contract in line with the terms of preparation and assembly of the furniture supplied;
c. valid quality certification, certifying compliance with the UNI EN ISO 9001-2015 standards, issued by an accredited ACCREDIA body or another body in mutual recognition, relating to the accreditation sector (EA) and verified and certified processes (indicated in the " purpose "or" field of application ") concerning the processing phase (s) carried out by the economic operator for the type of products for which it is requesting to participate;

d. specific turnover: the participating companies must submit the list of supplies, made in the three-year period 2018-20, relating to finished products similar for the raw material used (wooden products) to those for which they are asked to participate, whose annual average (VAT excluded) must be equal to at least the value of each lot in the tender, in relation to the supply order (s) to be stipulated in 2022 (excluding VAT). The list must contain a detailed indication of the type of products, amounts invoiced, dates of contracts and beneficiaries. If the competitor submits an offer for more than one lot, he must declare that he has a specific turnover whose annual average must be at least equal to the sum of the values ​​indicated above, necessary for participation in the interested lots.

The Administration reserves the right to arrange technical inspections at the competitors' premises, including secondary ones, to verify their technical capacity. The related costs are borne by the competitor.
The minimum levels of technical and economic capacity are justified since the tender relates to a framework agreement, with the possibility of stipulating specific orders in the following 48 months (as indicated above), as well as the objective complexity of the supply (in terms of preparation times and delivery of finished products).
