Abilitazione all'esercizio dell'attività professionale:

In order to participate in this tender, the Tenderers shall have the eligibility criteria in accordance with art. 83 of the Code, and namely:

a) professional capacity;

b) economic and financial capacity;

c) technical and professional capacity.

As regard the existence of the requirements referred to in point a) above, the Tenderers, if resident in Italy, must be enlisted in the register of the Chamber of Commerce or in the Register of provincial commission for the craft, or at the competent professional associations. For the purposes of demonstration of these requirements, the Tenderers must submit a copy of the certificate of registration in the register of CCIIAA. The Tenderers resident in another EU Member State are required to present evidence of the registration, as prescribed in their national law, in one of the professional or trade registers listed in Annex XVI of the Code. Alternatively, the evidence of registration can be done by affidavit or equivalent document allowed by the national applicable law, as well as by declaration, under their own responsibility, that the registration certificate has been issued by one of the professional or trade registers established in the country of residence of the Tenderer.

Posizione economica e finanziaria:

As regard the economic and financial capacity, it is required that:

1) Tenderers have a minimum turnover in the last financial year at least equal to 150 % of the value of the lot for which he presents offer. In the case of participation in two or more lots at the same time, the minimum annual turnover shall be equal to at least 100 % of the total value of the lots for which the Tenderer applies.

2) Tenderers provide a copy of the latest approved financial statements, including the income statement and balance sheet;

3) Tenderers have an adequate level of insurance covering professional risks.

For the purposes of demonstrating the economic and financial capacity requirements, Tenderers must submit in the envelope on administrative documentation, the following documents:

— appropriate statements from banks or, if appropriate, evidence of relevant professional risk indemnity insurance;

— balance sheets or extracts from balance sheets, where publication of the balance sheet is required under the law of the country in which the economic operator is established;

— a solemn statement regarding the overall turnover and, if appropriate, the turnover of the sector of the procured activities, in the last financial year.

Capacità tecnica e professionale:

As evidence of the technical capacity, it is required that the Tenderers have successfully performed in the last 3 years at least 3 supplies similar to those referred to in this Tender, including at least one with delivery in the beneficiary countries of the IPA Programme of the EU or other countries outside the EU with similar customs systems to those of the beneficiaries of the Programme. For the purposes of demonstration of this techno-professional requirement, Tenderers must submit the list of the main similar supplies performed in the last three years; the latter list shall be accompanied by certificates of proper execution and should be include the value of the supply, starting/ending dates of the deliveries and their recipients, public or private, as well as details of the place of delivery.

3) Bid bond established in accordance with art. 93 of Legislative Decree 50/2016, for a minimum guaranteed amount equal to 2 % of the value of the tender, equal to EUR 10.256 for Lot 1; EUR 778 for Lot 2; EUR 2.380 for Lot 3; EUR 8.960 for Lot 4; EUR 3,652 for Lot 5; EUR 630 for Lot 6.

In addition, the successfull tender shall present a performance bond of 10 % of the value of the contract assigned.

The supplies are part of the European Grant EuropeAid/136006/ACT/DH/Multi, Programme for prevention, preparedness and response to floods in the Western Balkans and Turkey (IPA floods Programme) LOT 2 trasferiti a Studiare Sviluppo dal Dipartimento della Protezione Civile — DPC della Presidenza del Consiglio dei Ministri.

Studiare Sviluppo pagherà a 60 giorni data fattura fine mese, a consegna avvenuta e accettata.

Forma giuridica che dovrà assumere il raggruppamento di operatori economici a cui verrà aggiudicato l'appalto:

Participation in this tender is open to all firms eligible as per art. 45 of the decree 50/2016. Offers can be presented by individual firms or associations or consortia, even on a temporary basis, belonging to Member States of the EU and / or the countries beneficiaries of IPA Program of EU.

It also allowed the undertaking in accordance with Art. 89 of the Public Procurement Code. The tenderer who intends to use one or more auxiliary company must, under penalty of disqualification, submit an appropriate declaration, and produce all the documentation required by art. 80 of the Code. It is not allowed under penalty of exclusion, that the same company makes use of the same auxiliary company used by other tenderers, or to make an offer both as sole company and as auxiliary company of another tenderer.
