a) The procurement procedures referred to in this announcement have been authorized - pursuant to art. 32, co. 2, of Legislative Decree no. 50/2016 - with determination to contract n. 169 U.A.R. on 27.04.2023. b) The tender specifications, which contain all the conditions for participation, together with the relative annexes, the technical documentation and the draft of the contract are available, together with this announcement, on the website www.carabinieri.it, in the "transparent administration" section , sub-section "tenders and contracts", at the following URL: https://www.carabinieri.it/in-vostro-aiuto/amministrazione-trasparente/gare-appalto/gare-appalto/interventi-di-ristrutturazione-edificio-b-caserma-cavour-torino and on the website www.acquistinretepa.it (initiative name: Professional appointment for the design service of Caserma Cavour of Turin – initiative number/code: 3610067 accessible from the "sell" menu, "other tenders" subfolder). c) The complete execution of the contract cannot be subcontracted. Given the specificity of the service and given the need to protect the military infrastructure, subcontracting is allowed up to a maximum of 50%, only for activities concerning geological, geotechnical and seismic investigations, soundings, surveys, measurements and stakeouts, preparation of documents specialized and detailed (with the exception of geological reports), as well as only for the graphic editing of the design documents. The above is determined by: - specificity of the contracted service, which requires the bidder to possess adequate requirements, verified during the tender; the use of different subcontractors, on the other hand, could lead to a deterioration in the quality of the requested service, considering that for subcontractors the standard does not require proof of the aforementioned technical requirements; - protection of the security of the military infrastructure, also in the consideration that the tender documentation has been identified as "controlled unclassified information"; in fact, the presence of multiple service personnel, belonging to different operators, could expose the Administration to risks on military security. d) The DUVRI has not been drawn up. due to the absence of interference. e) The Tender Identification Code attributed to this proceeding by the A.N.AC. is: 9866056EF5. f) The single project code (C.U.P.) assigned to this proceeding is: D16J20001460001. g) The tender was not divided into functional lots due to the specificity of the service and the non-divisible of the intervention. h) This call for tenders was sent for publication in the G.U.U.E. to the Publications Office of the European Union on 14 June 2023. i) Being a call for tenders published after 27.01.2022, pursuant to art. 29 of Legislative Decree 27.01.2022 n. 4, in order to deal with the negative economic repercussions following the containment measures and the global health emergency deriving from the spread of the COVID-19 virus, a price revision clause will be inserted in the negotiation deed that will result from this procedure pursuant to art. 106, paragraph 1, let. a) of Legislative Decree no. 50/2016.
