companies and/or Groups and/or Networks and/or consortia specialized in the production of the products for which they are applying to participate and in possession of all the processing phases indicated, in the attachments, for each product are eligible to participate. To this end, each bidder must declare/demonstrate possession of the following minimum requirements:
a. all the processing phases envisaged for each product, as better specified in annexes B-1 to B-6 to this announcement, as well as an overall company organization which can be inferred from:
- descriptive list of the technical equipment owned relating to the manufactured articles for which the company is competing (as specified in the annexes to this announcement);
- manufacturing plants and workforce;
- daily production capacity referred to finished products similar to those of the contract;
b. certification attesting compliance with the UNI EN ISO 9001-2015 standards, issued by an ACCREDIA accredited body or another body in mutual recognition, relating to the accreditation sector (EA) and verified and certified processes (indicated in the "purpose" or "field of application ”) concerning the phase/s of processing carried out by the economic operator for the type/s of artefacts for which he requests to participate;
c. specific turnover: list of supplies, carried out in the three-year period 2019-2021, relating to finished products similar (for raw materials used, construction techniques, machinery and equipment used, proportion ratio, similarity and intended use) to those for which the request is made to participate, the annual average of which must be equal to at least 25% of the total value of the lot excluding VAT, as better indicated in the annexes. The list must contain detailed information on the type of products, invoiced amounts, contract dates and beneficiaries. If the tenderer submits an offer for several lots, he must declare that he has a specific turnover whose annual average must be at least equal to the sum of the values indicated above, necessary for participation in the lots concerned;
d. PS license (only for Italian garment manufacturing companies), declaration certifying possession of the license with the date of issue, expiry, of the issuing Prefecture, as well as the quantity of manufactured articles whose possession is authorised.
The Administration reserves the right to organize technical inspections at the premises, even secondary ones, of the competitors, to verify their technical capacity. The relative costs are to be borne by the competitor.
The minimum levels of technical and economic capacity are justified since the tender concerns a framework agreement with a duration of 48 months, as well as the objective complexity of the supplies (in terms of preparation and delivery times for finished products, especially for requests for "V of urgency" or "V of obligation").
In the case of consortia, the technical-professional capacity requirements envisaged for participation in this contract must be possessed by the consortium itself, pursuant to art. 47, paragraph 1 of Legislative Decree no. 50/2016.
