Essential requirements:In the case of services to be provided in Switzerland, the contracting authority shall only award the public contract to bidders who comply with the provisions on the protection of workers and working conditions applicable at the place of performance, with the obligations to report and obtain authorisation in accordance with the Act of 17 June 2005 against undeclared work (LLG) and with the provisions on equal pay for men and women (Art. 12, para. 1, LAPub). In the case of services to be provided abroad, bidders must comply with at least the fundamental conventions of the International Labour Organisation (ILO) set out in Annex 6 of the LAPub (Art. 12 para. 2 LAPub). The contracting authority shall only award the public contract to bidders who comply at least with the environmental and resource conservation regulations applicable at the place of performance (Art. 12 para. 3 of the GTG in conjunction with Annex 2 of the GTG). If subcontractors are permitted, they must comply with the requirements set out in paragraphs 1 to 3. These obligations must be mentioned in the agreements concluded between the tenderers and the subcontractors.

Procedures for appeal:In accordance with Article 56 paragraph 2 of the LAPub, the provisions of the Federal Act on Administrative Procedure (AP) relating to the suspension of time limits do not apply. In accordance with Article 52, paragraph 2 of the LAPub, an appeal may only be lodged to ascertain whether a decision violates federal law, but not to request its annulment. Foreign bidders may only appeal if the State in which they are established grants reciprocity.

The offer of the winning tenderer convinced above all regarding: -Quality, competence and versatility of the staff to be deployed on premise and for patrolling -Interesting financial offer. Procedures for appeal:In accordance with Article 56 paragraph 1 of the Public Procurement Act (PPA), a written appeal against this decision can be lodged with the Federal Administrative Court, P.O. Box, 9023 St. Gallen, Switzerland, within 20 days of notification. Any appeal is to be submitted in duplicate and must include what is being sought, the grounds for appeal, evidence and the signature of the person lodging the appeal or his or her representative. A copy of this decision and available evidence must be included. The provisions of the Administrative Procedure Act (APA) on legal holidays do not apply in accordance with Article 56 paragraph 2 of the PPA.
