(b) Subcontracting is prohibited due to the limited number of qualified economic operators and/or possible participants, precisely in order to promote the widest competition and to avoid ‘dividing’ agreements during the tender phase. (c) The unit award prices, which will be indicated in the individual orders, will remain unchanged for the duration of the contract, except for any price adjustments resulting from new ANAC provisions in the sector. The administration will adjust the individual unit award prices in a percentage equal to the change in the reference prices published by ANAC, pursuant to art. 106, paragraph 1 of Legislative Decree no 50/2016. (d) The D.U.V.R.I. has not been drawn up due to the absence of interference. (e) The tender code attributed to this procedure by the A.N.AC. is: 7767438. (f) This invitation to tender was sent for publication in the G.U.U.E. to the Publications Office of the European Union on 24 June 2020. The estimated quantity for lot 1 is equal to 62 072 reams of natural A4 paper and n. 26 604 reams of recycled A4 paper. These quantities have been determined presumptively, therefore they are provided for indicative purposes only and are not binding for contractual purposes.

Obvious basic price of the stack of natural A4 paper: EUR 2.55 (excluding VAT).

Clear basic price of the stack of recycled A4 paper: EUR 2.61 (excluding VAT).

The estimated total value of the lot is EUR 227 720.04 (excluding VAT).

To participate in the tender relating to the lot in question, the economic operators, even if gathered, must necessarily have a specific turnover (for the supply of reams of paper), made in the 3-year period 2017-2019, at least equal to EUR 85 395.01 (1, 5 times the annual value of the lot). The bodies/detachments of lot 1, indicated in Annex ‘A’ of the technical specifications, will be able to make a maximum of 2 orders per year for the supply of paper, the delivery of which will be at the care, risk and expense of the supplier to the Carabinieri Commands indicated in the annex ‘C’ of the technical specifications for each ordering body/detachment.

Each competitor must submit a self-certification by the legal representative, drawn up pursuant to and for the purposes of the Presidential Decree n. 445/2000, with the methods referred to in art. 38 paragraph 3, certifying the possession of a specific turnover (for the supply of reams of paper), made in the three-year period 2017-2019, at least equal to 1.5 times the annual value of the highest value lot in which it intends to participate.

In the case of participation in R.T.I., this requirement must be possessed by the grouping as a whole, it being understood that the mandated company must possess it to a majority extent.

In the case of a consortium, the requirement must be possessed by the consortium as a whole.
