Breve descrizione:
The proposed project is designed, among other things, to respond to the need of an over-arching communication campaign that will be implemented in all the operational locations. That means developing, adapting and delivering communication content in 17 countries and 21 cities, through a complex coordination mechanism that will need to be managed centrally to preserve coherence and quality. While the general overview of the communications activity will be managed by the partner Action Aid Italy, which has specific expertise in this field, the competencies, outreach capacities and toolkits necessary to provide the roll out and maintenance of a Pan-European communications campaign can only be found in specialised communications agencies. The magnitude of the task and the need to deliver the project content to the highest quality standards, explain the necessity of outsourcing this service.

As mentioned under the specific objectives of the full proposal the main part of the proposed actions and activities will be linked to campaigns, awareness raising, communication and outreach activities, the proposals will have to include a robust and innovative communication and outreach strategy in order to realise this outreach. Applicants are therefore encouraged to involve also communication experts. They could be involved as a co-applicant, an associate or as a contractor.

Output description
Design of the campaign design and coordination of a European communications campaign with an awareness and engagement objective, targeting youth between 18 and 35 years old. This output will include:
• visual, copy and tone of voice;
• development of digital strategy and tools;
• development of strategy and tools for high level external events;
• development of digital PR strategy and toolkit to engage influencers identified by the partners.
Design and development of digital platform. This includes:
• development of a mobile first digital platform with UX focused on project audience;
• purchase and renewal of domain;
• hosting;
• management of log in and anagraphic;
• performance analysis and report;
• bug fixing.
Management of social media campaign. This includes:
• set up of social media profiles;
• update and community management;
• management of promoted campaigns;
• performance analysis and report.
Adaptation of scientific contents. This includes:
• adaptation of scientific contents developed by the project to the tone of voice and visual line of the campaign;
• production of the master document in English for dissemination among the partners.

Criteri oggettivi per la scelta del numero limitato di candidati:
1) Economic and financial capacity of candidate (based on item 3 of the application form). In case of candidate being a public body, equivalent information should be provided. The reference period which will be taken into account will be the last 3 years for which accounts have been closed.

(a) the average annual turnover of the candidate in the last 3 years must exceed the annualised maximum budget of the contract i.e. EUR 500 000.
b) current ratio (current assets/current liabilities) in the last year for which accounts have been closed must be at least 1. In case of a consortium this criterion must be fulfilled by each member.
2) Professional capacity of candidate (based on items 4 and 5 of the application form). The reference period which will be taken into account will be the last 3 years from submission deadline.
— at least five staff members — permanent staff or others — with experience in developing campaign communication, digital strategy, social media management, with a preference to the ones who eventually have experiences in the third sector.
3) Technical capacity of candidate (based on items 5 and 6 of the application form). The reference period which will be taken into account will be the last 3 years from submission deadline.
(a) the candidate has provided services under at least one contract with a budget of at least EUR 150 000 in marketing and/or communication campaigning and/or community engagement which were implemented at any moment during the reference period: 2017-2018-2019. This means that the project the candidate refers to could have been started or completed at any time during the indicated period but it does not necessarily have to be started and completed during that period, nor implemented during the entire period. Candidates/tenderers are allowed to refer either to projects completed within the reference period (although started earlier) or to projects not yet completed. In the first case the project will be considered in its whole if proper evidence of performance is provided (statement or certificate from the entity which awarded the contract, proof of final payment). In case of projects still on-going only the portion satisfactorily completed during the reference period although started earlier will be taken into consideration. This portion will have to be supported by documentary evidence (similarly to projects completed) also detailing its value. If a candidate/tenderer has implemented the project in a consortium, the percentage that the candidate/tenderer has successfully completed must be clear from the documentary evidence, together with a description of the nature of the services provided if the selection criteria relating to the pertinence of the experience have been used.

(b) the candidate has proven experience in the third sector, having provided services over the past 3 years to at least one international organisation for a budget of not less than EUR 150 000. Please note that this selection criterion will be applied to the consortium as a whole.

(c) the candidate has proven experience in the use of digital media, meaning, development of a customized digital strategy, implementation of the above strategy, social media strategy and management, capability to involve a network of the influencers in different fields and obtain their commitment on the project. These candidates should have provided the above services for a budget not inferior to 300 000 in the last 3 years or having created digital campaign who reached at least 10 million contacts with an average engagement rate of 1 %.
