For participation in Lot 1: each current economic operator must present, on pain of exclusion, objective evidence demonstrating its recognition as a training body by the state or confederation in which it is located or where it has its registered office and administrative. This body will also have to demonstrate, through evidence (certificates and/or certifications issued by the organization/company/administration that benefited from the training) to have previous experience (at least a similar course) in the provision of university-level training courses in subject matter of the specific lot, with particular regard to forensic statistics applications.
For participation in Lot 2: each current economic operator must present, under penalty of exclusion, objective evidence to show that they have previous experience (at least 1 similar course) in the provision of training courses for national and/or international armed forces in the subject matter of the specific lot, with particular regard to the various aspects of hacking.

(d) this call for tenders was sent for publication in the G.U.U.E. to the European Union Publications Office on 19.9.2019;
(e) the stipulation of the contracts will take place after the positive outcome of the formal control carried out by the competent offices of the responsible authority of the Internal Security Fund 2014-2020. In the event that the negative outcome of the aforementioned checks determines the total or partial cancellation of the loan assigned to the project, the administration will assess the need to exercise self-defense powers;
(f) the contracts that will be stipulated with the contractor of the individual lot in the tender do not provide for the recourse to arbitration pursuant to Art. 209 of Legislative Decree No 50/2016 and excludes the possibility of transferring credits;
(g) the administration cannot be held responsible for the delays that may occur in the settlement of invoices arising from any temporary unavailability of the resources of the Internal Security Fund 2014-2020 assigned to the project;
(h) according to the Art. 5, paragraph 7 of Reg. (EU) No 514/2014 ‘The Commission or its representatives and the Court of Auditors have the power of auditing exercisable on the basis of documents and on the spot, on all the beneficiaries of subsidies, the contractors and the subcontractors who have obtained Union funding pursuant to present regulation and specific regulations;
(i) payment of expenses incurred by the implementing entity is made with resources available on the Rotation Fund of the Ministry of the Economy and Finance, pursuant to Law 183/87, subject to the positive outcome of the checks carried out by the competent Offices of the Administrative Secretariat of European Funds and National Operational Programs;
(j) the contracts are subject to the condition precedent of the positive outcome of the approval by the competent offices of the responsible authority and, where provided for, by the audit department of the accounts referred to in Article 3, paragraph 2, lett. g) of Law 14.1.1994 No 20;
(k) in the contracts that will be stipulated, the following clause will be provided: ‘Pursuant to paragraph 4, Art. 4 of Legislative Decree No 231/2002 and ss.mm.ii. the parties agree to establish the 60 days. the deadline for payments’;
(l) the Ministry of the Interior is delegated to pay the costs incurred by the implementing entity, through the economic and financial office of the administrative technical secretariat for the management of European Funds and National Operational Programs;
(m) according to the EC Regulation No 593 of 17.6.2008 of the European Parliament and of the Council, Italian legislation will be applied to the contractual obligations deriving from this tender;
(n) the head of the procedure is the pro-tempore Head of the Single Contractual Center of the General Command of the Carabinieri;
(o) director of contract execution is the pro-tempore Commander of the Carabinieri Scientific Investigations Grouping.
