According to the art. 35, paragraph 4 of Legislative Decree No 50/2016, the maximum value of the contract is equal to 2 467 955,50 EUR excluding VAT, since the Administration may commission the contractor for each lot, by entering into specific implementation contracts and for the entire duration of the contract. 'framework agreement (36 months starting from the day following the notification — made by PEC — to the economic operator, by the CEO, certifying the registration of the decree approving the framework agreement by the bodies of control and in any case not later than 31.12.2022), more supplies within the maximum limit established for each lot. — there is no obligation for the contracting station to stipulate the descendant implementation contracts (e.g. in the event of unsatisfactory supply execution),
— there is the possibility of modifying the supply quantities (within the maximum quantity envisaged for each lot), based on discounted needs and / or future financial availability,
— the contracting economic operator is obliged to perform the services under the same original technical-economic conditions (price invariance).

(a) essential processing steps that every participating economic operator must have (excluding the net, chair and gun case and accessories such as screws, handles and guides):
— cutting and assembly of furniture component parts,
— assembly of the furniture components of the series,
— painting,
— packaging,
— assembly at destination.
(b) overall business organization which can be inferred from:
— descriptive list of the technical equipment owned relating to the processing of wooden products,
— production facilities and workforce,
— daily production capacity referred to finished products similar to those of the contract in line with the terms of preparation of the supply.
(c) valid quality certification, certifying compliance with UNI EN ISO 9001-2015 standards, issued by Accredia accredited body or other institution in mutual recognition, related to the accreditation sector (EA) and verified and certified processes (indicated in the ‘ purpose’ or ‘field of application’ concerning the processing phase (s) carried out by the economic operator for the type of products for which he requests to participate;

(d) specific turnover: the participating companies will have to present the list of supplies, made in the 3-year period 2016-18, relating to similar finished products for raw materials used (wooden artefacts) to those for which they are asked to participate, whose annual average (VAT excluded) must be equal to at least the value of each lot in the tender, relating to the first implementation contract to be stipulated in 2020 (excluding VAT). The list must contain the detailed indication of the type of products, amounts invoiced, contract dates and beneficiaries.

The administration reserves the right to arrange technical inspections at the offices, even secondary, of the competitors, to verify its technical capacity. The relative costs are borne by the competitor.
The minimum levels of technical and economic capacity are justified since the tender relates to a framework agreement, with the possibility of stipulating specific implementation contracts in the following 36 months (as indicated above) and in any case before December 31, 2022, as well as from the objective complexity of the supplies (as for the preparation and delivery times of the finished products, especially for ‘Emergency V’ or ‘V obligation’ requests).
