Dismantling works, transportation and sale of 79 Wind Turbine Generators in Italy

The scope of the works is the electrical and mechanical dismantling, handling and transport to a storage laydown area of:
n. 59 wind turbine generators Enercon E40 installed in the wind farms of Castiglione Messer Marino (n.44 WTG) and Schiavi d'Abruzzo (n.15 WTG) in Abruzzo region, and
n. 20 wind turbine generators Enercon E40 installed in the wind Farm of Vaglio di Basilicata (PZ).
For each Wind Turbine Generator the following operations are required:
o Disposal of unrecoverable waste material (to be arranged, divided by type, into special roll-off containers);
o Preservative dismantling of the WTG using suitable lifting means, without damaging the interface elements (flanges, bolts, connectors, etc.);
o Disconnection of foundation anchor bolts, cutting them if necessary, without damaging the tower base flange;
o Disassembly of the WTG (both at height and on the ground) and related electrical cabin, and preparation to transportation;
o Loading on suitable transport trucks;
o Transport of WTG components to a storage depot, located in the industrial area of Foggia (IT);
o Unloading of the components at the depot.
All the operations shall be carried out without damaging the components to be recovered.
The Wind Turbine Generators dismounted shall be sold (totally or partially) by the Contracting Entity;

Applications, to be received by the date indicated at point IV.3.4, shall be completed with all documents, declarations and statements listed at points III.1.3, III.2.1, III.2.2 and III.2.3. Applications not received in compliance with the above mentioned requirements shall not be evaluated. Applications shall be submitted in 1 hard copy. The Candidates, for the dispatching of the information requested at points III 2.1, III.2.2., III.2.3. can use the standard application model ESPD (European Single Procurement Document or DGUE Documento di Gara Unico Europeo), as provided by European Commission with Regulation EU 2016/7 dated 5.1.2016. The Contracting Entity reserves the right that itself, or any of its Affiliate, may award the contract for one or more lots of the supply under the present call for competition. The Contracting Entity reserves the right to limit to a maximum of 8 candidates, that satisfy the minimum requirements set forth in section III.2, to be invited to the next tender process. The selection of these candidates will be based on the following criteria of priority: — turnover, — references relevant to similar dismantling and transportantion works, —The Candidates that will be invited to tender will be requested to pay the respective amount in favour of the National Anticorruption Authority, as requested by the Italian Law, according to instruction that will be given in the invitation to tender. For Lots 3 and 4 the Contracting Entity reserves the right not to proceed to award the Contract for the sale of the Wind Turbine Generators, in particular in case that the offers received are considered not interesting or not convenient.

In the event that an economic operator won also the purchase of the WTGs, transportation to Foggia, for the sold WTGs, will not be necessary.

Abilitazione all'esercizio dell'attività professionale:

Candidates are invited to send the following documents:

— statement that the candidate is not subject to any of the causes of exclusion listed at art. 80 of Legislation Decree 50/2016,

— statement of the official record of the company, in its own country, or in the country where it is located (CCIAA certificates for Italian candidates),

— statement of the company that the works will be achieved by regular workers, according to Italian regulation, or equivalent effect laws in their own country (DURC for Italian Companies).

— Antimafia Declaration.

All the above documents must be duly certified by the competent authority of the economic operator's country of registration. In case that the documents are not prepared in English, they shall be accompanied by official translation in English.

Posizione economica e finanziaria:

Candidates shall submit, only in electronic version (on CD), the audited annual accounts, or the audited extracts of the annual accounts (if available) and in particular the amount of the annual turnover related to the past 3 years for each economic operator and shall demonstrate financial management capabilities required for the execution of the work.

Capacità tecnica e professionale:

A list of any similar work during the past 5 years, including client, value, date and location of each contract.

A copy of the established quality management system, compliant with EN-ISO9001, or shall use a quality management system in accordance with this EU norm, or with equivalent norm. Copies of on-going certificates shall be joined.

Depositi e garanzie richiesti:

These will be set out in the Invitation to Tender that will be issued to candidates who are selected to the Tender phase. It is anticipated that a Performance Bond equal to 10 % of the Contract Price will be requested to the Candidate/ s that, following the Tender phase, will be selected as the awarded contractor.

These will be set out in the Invitation to Tender that will be issued to candidates who are selected to the Tender phase.

Forma giuridica che dovrà assumere il raggruppamento di operatori economici a cui verrà aggiudicato l'appalto:

Candidate may be either a single economic operator or a Joint Venture/Corsortium of economic operators, in accordance with Art. 198 of Italian Decree 50/2016.

In case of Joint Venture/Consortium the following will apply:

— the conditions of Sections III.2.1 and III.2.2 shall apply to each economic operator forming the Joint Venture/ Consortium,

— the conditions of Section III.2.3 shall apply to each economic operator forming the Joint Venture/Consortium, in respect of its specific scope of supply.

The legal formation of the Joint Venture/Consortium will be required prior to any contract award but is not required for this call for participation. Candidates shall however be required to demonstrate agreements to legally form any proposed grouping of economic operators and shall nominate an economic operator as Leader.
