Framework contract: GMES emergency management service โ EFAS hydrological data collection centre
The emergency management service of the global monitoring of environment and security (GMES) led by DG ENTR of the European Commission, has entered its initial operation (GIO) phase following the entry into application of Regulation (EU) No 911/2010 of 22.9.2010 of the European Parliament and the Council on the European earth monitoring programme (GMES) and its initial operations (2011 to 2013). The objective of the GMES emergency management service is to support users in the field of crisis management, in particular civil protection, humanitarian aid and external action communities by providing them with information based on space data combined with other sources of data.
The aim of this contract is to progressively integrate parts of the European flood awareness system (EFAS) into the GMES emergency management service, in part under the GMES initial operation phase (GIO).
The European flood awareness system has been under development at the Joint Research Centre since 2003 and has matured from a research application to a pre-operational early flood warning system for Europe. The European Commission is now seeking to transfer the system from a research to a fully-operational system. In total there are 4 operational tasks that will be outsourced as EFAS dissemination centre, EFAS computational centre, EFAS hydrological data collection centre and EFAS meteorological data collection centre. Of these 4, 3 will be outsourced under public procurement while the meteorological data collection centre will be outsourced under an existing framework contract. The JRC will be responsible for the overall coordination of the project until 2014. The JRC will be responsible for the contract management of these 4 tasks and ensuring that the contractors work together towards a reliable system. In addition, the JRC will continue to provide offline development and research support for operational services.
This call refers to the EFAS hydrological data collection centre. The contractor will manage an existing network of data providers for real time hydrological data, set up the data collection system for discharge and water level, implement quality control on the real time data and send the data agreed format to the Joint Research Centre.
The framework contract will start in 2012 and will have a duration of 1 year renewable for a possible further 3 years (maximum 4 years).
