Engineering, Procurement, Construction, Commissioning and Start-up of a compression station made of 3 turbocompressors (free issue supply) for the transmission of natural gas through a high pressure sea line (constructed by others) and all relevant ancillaries and utilities necessary to operate the gas transmission system.
The pipeline reception terminal at Porto Botte in Southern Sardinia is also an integral part of the scope of work.
This terminal is required to be equipped with facilities and utilities (including all instrumentation related to the SCADA) associated with a high pressure gas transmission system.

This notification/procedure and the results of any subsequent tender activity could be transferred to another Contracting Entity involved in the Galsi Project. It is possible to ask questions (exclusively in writing, by Email) related to the Contract not later than ten (10) days before the closing date for submitting the requests for participation. The requests for participation to the Tender shall be sent in the form of paper copy (together with its electronic version on CD) to the address shown in this Contract Notice (Section I.1) and must be received within the term stated therein. The request for participation must be signed, pursuant to DPR No. 445/2000 by the legal representative of the single Company or, in case of grouped Economic Operators in compliance with Art. 37 of Legislative Decree 163/2006, by the legal representative of the proposed group leader (Impresa Mandataria). The application can also be signed by an attorney of the Legal representative and in this case the relevant power of attorney (original or certified copy) must be attached.

Abilitazione all'esercizio dell'attività professionale:

Candidates shall submit the following documentation (duly certified by the relevant authority of the economic operator's country of registration and, in case the documents are not prepared in English, with the original accompanied by its official translation in English):

1) Statement that the candidate is not subject to any of the causes of exclusion listed at art. 38 of Legislation Decree 12.4.2006 n.163, confirming compliance to the following conditions:

a) not in bankruptcy or any similar situation under any legislation or regulation of the nation where it is established;

b) not been sanctioned by tribunal or court final decision for any offence regarding its professional morality;

c) not contributed to a material professional fault proved by any contracting entity;

d) not in breach of its social or fiscal obligations such as non-payment of taxes or social security contributions;

e) has not made any false declaration proved by a contracting entity in the framework of the tendering procedure;

f) not in breach or violation of any legal obligation in the matter of right to work of disabled categories;

g) has not been in breach or violation of any legal requirements in terms of safety at work.

2) Statement of the official record of the company, in its own country, or in the country where it is located (CCIAA certificates for Italian candidates).

3) Statement of the candidate that the supply will be achieved by regular workers, according to Italian and/or Algerian regulation, or equivalent effective laws in their own country.

4) Confirmation that, within 30 calendar days from issue of the invitation to tender the candidate will submit a bona fide tender for the complete scope of the contract, and that such tender will be submitted in due time in accordance with the Instructions to Tenderers,

5) Confirmation of candidate's ability to provide guarantees for schedule and plant performance and to accept liquidated damages for failure to meet the guaranteed requirements or the specified milestones,

6) Proof of compliance to Article 34 of Legislative decree n. 163/2006 (participants to tenders may not be in any relationship of control between themselves): a statement confirming whether or not the candidate has control over any other company whose main activity is same as the one considered by this Contract Notice and/or is in the process of acquiring other company(ies) whose main activity is the same as the one considered by this Contract Notice.

All statements required under this section must be signed by a legally authorized representative of the candidate (as demonstrated by the official record of the company supplied under item 2 above) and by a copy of an ID of the signatory. The above statements can also be signed by an attorney of the Legal representative and in this case the relevant power of attorney (original or certified copy) must be attached.

Posizione economica e finanziaria:

To demonstrate their economical and financial capabilities, candidates (i.e. economic operators) will have to submit the following documentation:

1) audited annual accounts for the past 3 financial years;

2) proof of financial capacity (supported where necessary by appropriate bank statements) required for funding and execution of the Scope of Contract.

3) turnover values for the past three years. Cumulative turnover not to be less than 1 500 000 000 EUR; individual yearly turnover not to be less than 450 000 000 EUR.

4) Details of any dispute, court action, arbitration proceedings under progress, notified or planned in the next 12 months.

Capacità tecnica e professionale:

Candidates have to demonstrate that they have adequate Management, Design, Procurement and Quality Control system in place to undertake the project activities and that they are capable of fulfilling all HSE legislative requirements in both Italy and Algeria.

Subcontracting of activities in the contract scope of work will be strictly controlled and specifically detailed in the tender and in the final contract.

Candidates must provide the following information:

1) List of similar projects completed over the last 5 years (specifically in North Africa/Algeria), to include as a minimum the following information:

Client/Project/Nature of works; Contract Value MEuro; Award Date (MM/YYYY); Completion Date (MM/YYYY); JV Partners (if any); Major subcontractors list.

2) Description of in-house design, procurement, expediting, testing and management resources/capacity and which activities are planned to be subcontracted, complete with a histogram showing the evolution of total personnel and part represented by subcontractors personnel over the last 3 years and a Home Office Organisation Chart.

3) Engineering & Construction man-hours histogram for the last 3 years.

4) Detail of current and past relationships with the specified subcontractors and associated project scopes completed.

5) Describe which activities (only for equipment inspection, Maintenance and Inspection Engineering and Commissioning), if any, will be subcontracted and describe the basic principles of organisation when subcontracting work within a project.

6) Approach to HSE, with a detailed description on in house organisation and on how compliance with candidate's corporate HSE policy and/or HSE Management System Certification is ensured;

7) Last three years safety statistics, to include, as a minimum: Total man-hours including subcontractors,number of reportable accidents per 1 000 000 man-hours worked (Frequency Index, IF), number of man-days lost per 1 000 man-hours worked (Severity Index, IG).

8) Details of in-house quality organisation to oversee quality control and compliance with Contract specifications.

9) Documentation for ISO 9001 and ISO 14001 for the specific category of operation;

10) Candidate's approach to multi-contractors on same site activities, including, as a minimum, the approach to communications and interferences (including risks associated thereto).

Esecuzione dell'appalto

Detail to be advised in the invitation to Tender (ITT) documents.

Will include a milestone payment schedule with payment in arrears to reflect progress achieved during the period.

Liquidated damages will apply for deviation of performance from that specified in the Tender documents.

Project financing and/or Export Credit (ECA) financing is likely to be considered as a positive evaluation item for technically compliant tenders.

A performance Bond issued by a banking institution approved by GALSI will be required.

Forma giuridica che dovrà assumere il raggruppamento di operatori economici a cui verrà aggiudicato l'appalto:

Participants may submit a request for participation as individuals or as a group of economic operators (constituted in one of the legal forms available pursuant to current Italian legislation, see Article 34 of Legislative Decree 163/2006).

In case of groups of economic operators:

a) the legal constitution of the group will be required prior to any contract award but is not required for this call for participation. Notwithstanding the foregoing, it is required to specify for each member of such a group the roles, activities and individual share in the proposed group, as well as the proposed leader (Impresa Mandataria) of the group. Later, at tendering phase it shall however be required to demonstrate existence of legally binding agreements to form the proposed grouping of economic operators and one economic operator of the proposed group will have to be formally appointed as leader of the group,

b) the conditions set forth in sections III.2.1 and III.2.2 of this document shall apply to each economic operator forming the group,

c) the liability between/among each member of the group shall be joint and several.

Economic operators having successfully passed this prequalification (either individually or in the form of a group) will not be allowed to group themselves into new groups.

Altre condizioni particolari:

Economic operators requesting prequalification pursuant to this Contract Notice shall be capable as a minimum of the Engineering, procurement, commissioning and start-up. Construction can be subcontracted to a qualified and referenced Company.
